Help ID a 1940s/50s road frame

Frame number is 83/595 - the / is more like a "1" - stamped deeply under the BB shell, with 83 repeated above. 83 might be a year code or a model number. Fork column also has 595 on it. Quite light at 4lb 4oz for the frame. Plain gauge seat tube, needs 26.4 post. Possibly Kromo tubing as weight doesn't correspond to 531DB - it's a bit too light.

Unusual pointed rear ends. Have seen these on an Ellis-Briggs of that era.

It was claimed to be a 1949 frame from the Birmingham area but the number format doesn't match Stallard, Clements or Gameson, all of which it resembles.

Covered in horrid powdercoat - LH shifter boss a later addition.
