I'm not sure what this is. I suppose it's a Kona, but I don't think it can be one of the late 96 Hei Heis that were 'Kona shaped', as I'm pretty sure they had Magura guides, which this clearly lacks.
If not that then the combination of Kona shape, down tube routing and bullet stays points to a late 93 frame, as some 93 Hei Heis did have bullet stays. It does look a bit like a 93 Hei Hei, but I don't see a sound enough basis for anyone to shell out a whole lot of money on it without a lot more facts at your disposal.
As Matt says, it's a size 19 not 18, but bear in mind that 1993 frames were a half inch shorter than 94 onwards, so it would have a c562mm c-c top tube (same as a 1994 size 18 ). It also wouldn't be 'suspension-adjusted', so it would have pretty slow handling with that long fork/long stem combination on there.
