I thought that. Sounds like you are trying to use a mish mash of headset bits. You need to use the headset race from your old forks. Have you a photo of them?

I'm pretty sure my Fire Mountain of the same year is 1-1/8". In any case, rather than messing about mixing and matching odd bits, I'd get a whole new headset, you can get them for under a tenner: http://www.ebay.co.uk/sch/Cycling/7294/ ... &rt=nc.
