Can somebody please help:

Just got some new forks for my Trailstar. Having fitted them I cannot get the headset to turn freely without it being so loose that there's loads of play. Have checked the cartridge bearings in the FSA Orbit headset and they're fine. To be sure, I refitted the old forks and they turn fine.

Where am I going wrong?
 
have you fitted the crown race on the new forks and not left it on the old one ?
 
your bearing races are perhaps on the wonk or the bearing cage is upside down...all i can think off for now.
 
the new forks have a slightly shorter steerer than the old ones, which I had spacered out. New one is still long enuff to require 2 short spacers.

Does this make a difference?
 
I had this on a bike before and had a seal on the lower race the wrong way round. Double check all parts are the right way. The seal "appeared" to be the right way. Took freaking ages to find, download the pdf if it helps.
 
not sure , but you might have to tighten your top cap differently if steerer is not the same lenght .
