Head tube crack (pics added)

I'm with the Ken on this one. Once it's in the weld more general frame flexing is going to spread it. Personally I wouldn't ride it again, collar or not.
 
Unfortunately, that has run a bit far. You can stop them from becoming any worse by drilling a small hole at the end of the fracture. These are often caused by the headset cups not being quite symmetrical when they are driven in and it can take a while to get to this stage. You could have the frame welded but that will ruin your paint.

Not too concerned about paint,it's black so shouldn't be difficult to tidy up. Where will I find someone who can weld it?

Any frame builder who works in aluminum (or for that matter any professional welder) can do the job, however in my experience the crack always comes back. Sadly I think this one is a goner.

There's actually an article on this in the latest ctc mag - its actually the answer to a reader's technical query. The ctc guy reckons its caused because the headset cup is too tight a fit and has been forced-in. Whereas a steel frame has that bit more flexibility and compliance, an alloy one doesn't and eventually splits. He reckons he wouldn't ride it and would scrap it.
