Well, a set of dies will be made of a harder material than ti (eg tung carbide) but it's just whether a thread can actually be changed once it has been tapped.
 
we had this in the bike shop few weeks ago, shimano SORA chainset, could not get pedals in love nor money, tryed another and was the same, eventually we chainged for TIAGA was bloody odd,

First thing to establish is the pitch of the existing thread in the cranks.

Standard pedal threads are 9/16" x 20 TPI (BMX 1/2" x 20 TPI) and if the existing threads are 20TPI but the effective diameter is just a bit small (or possibly thread angle is wrong - not 55 degrees ) then re-tapping should be possible.

If the pitch is different but the diameter the same then re-tapping isn't an option (as you'll just end up with practically no threads left) - in this case helicoiling would be the way to go - ie. treating them as if the threads were completely stripped and drill and re-tap to suit a 9/16th x 20 helicoil insert.

Of course you first have to find a LH tap, insert and insertion tool - that's the harder bit.
