I had an f4 for a while and renovated it back to its shiny lovliness.Plus had new springs and pivot points made[pivots made from hi end super strong alloy]
I did consider replacing the steerer and looked into it then.
I think with modern fitted steerers they use technology to cryofit the steerer whereas in time gone past it was just a super tight fit bonded in with red loctite or its equivalent.
In the end i sold it on,thought the work id added was good enough,lets not ruin it now

I'd suggest if you want to attempt to shift it that you heat up that area of the crown[not too hot mind,its not getting reforged

then ,holding the crown in your hand,bash the top of the steerer with a soft faced mallet,either nylon or rubber but hard enough not to damage the steerer but at the same time not fall to bits.
If it moves at all then removal is possible and shouldnt be a problem getting it out
Problem- who is to say that the outside diameter of the lower section that fits the crown is a standard size or a matching size for the replacement steerer. :?
My F4 that i wish [really really wish] that i hadnt sold it on.After all the renovation work and outlay for a far out fork
