Hell that's short? Is that measuring from the centre of the axle line to the botton of where the headset crownrace sits please?

It's from the bottom of the fork crown where the leg comes out to the end of the fork leg

The standard measurement used is from the centre of the axle line, to the base of where the headset crown race sits, down on the steerer, not the length of the blades.
I imagine it will be in the 43 to 47 cms range. Need to know this, as it affects particularly how an older frame handles. Frame makers quote this measurement as a recommended maximum or range.
 
I have some of these in 390 and 400mm a-c.
Leg lengths on mine, the way johnny has measured:

390mm a-c, leg length 360mm
400mm a-c, leg length 370mm
