The frame is actually 16" (cheers for the info radoslaw!), I had measured it to the top of the seat tube and not the top tube!!

Top of the seat tube that is how you measure it.

How 'a' particular manufacturer measures a frame doesnt
bare much relevance when the standard way is C/T of the
seat tube. Some times I feel its a marketing ploy, which on
this occasion (were talking about it right now) has worked.

I hear ya.. and you may well be right 8)

But.. if an 18" GT (c - t) is the equivalent of a 20" other manufacturer would it not be more accurate to measure the GT c - c?

A GT 18" (c - t) (centre - top of seat tube) is 18" regardless of who made
the frame (c - t) is (c - t).
Your point about (c - c) ( centre to the centre of the top tube) would be
relevant in giving some idea between slopping and level top tube frames.
So I'd say both sizes would be helpful, if I was looking for a frame the first size I'd ask for is (c - t). Its been the industrial standard for years.

A 18" GT from centre to top tube is actually 16" from centre to centre and this is stated as 16" by GT. Just confirmed by PM top tube length (21.5 C-C) which makes this frame 16" inch size for sure. GT measure frame sizes from C to C. And yes, it's more accurate in case of older GT.
