The country is in recession. The resources weren't there 10 years ago, they won't be there now.

Will doesn't make money.

And there are guidelines for pitbull type laid down in black and white.

It's obviously really not that important then, in the grand scheme of things.
Paranoid dog haters running/cycling around wailing cos some slavering pooch looked at them funny.
If Didier Drogba rode a pushbike...

Not important to me in the slightest. The pitbull problem isn't so much a lack of importance as a lack of space to put all the seized dogs if the police actually enforced that particular part of that law.

And I don't know who Didier Drogba is.

We coped with a few thousand Cows during Foot and Mouth., Let's not get too sentimental about this.

Livestock is fully regulated. People have been allowed to own and breed dogs, unregulated, for around 25 years.

The argument for registration is ludicrous.

Why?
You have a dog. You have it chipped (mine are chipped and their details are on a register) and you hang a tag with it's details on it's collar.
What is so bleedin' tricky about that?
25 years of unregulated dog ownership; there is the root of the problem!

I have 4 dogs, 1 is chipped.

The 25 years is, indeed, the root of the problem. And that is why enforcing any blanket regulation now will not succeed.
If licencing had continued then regulation now may have had a hope.
But it didn't, so now we have 25 years of uncontrolled dog breeding by anyone who had a couple of dogs with the appropriate genitalia.

The dog population of the UK is unknown. It's estimated at 6.7million.

DEFRA have proposals dated last April to promote more responsible dog ownership but I suspect they will fail. If for nothing else than any legislation that is spewed forth will only be adhered to by the law abiding public. The others will just ignore it and carry on, as they did when the DDA was first introduced in 1991.

Anyone who thinks that stuff like this has a cat in hells chance of success is only fooling themselves.

Not saying it's right, I would be much happier if the breeding and ownership of dogs was regulated. But it hasn't been for far too long now.

Duh! Wake up at the back!

...because the very people that registration would be aimed at simply wouldn't!

AND there would NEVER be the inclination, manpower or budget to implement/enforce it

Says who?

Ah, DEFRA!

April 2011 it was estimated at 8.3million. If I could figure out how to copy and paste a link to the Telegraph article (dated 3.4.11) I'd do it, but I haven't got a clue how to use my new iMac. You're an intelligent chap, Google it.

Honestly, with errors in your figures like that, I'm never going to consider you for Chancellor.

tut.

Came directly from the DEFRA paper I posted a link to.

**edit** sorry.. didn't see the DEFRA acknowledgement in your post 8)
