I suppose someone with access to brazing equipment could cut the top tube out, then heat the topmost head tube lug until the lug released from the head tube. It might then be possible to braze in a new top tube. Maybe it's just the camera lens effect, but the top tube looks bent as well as dented. There's a small risk that the rest of the frame might not spring back to the correct geometry once the bent top tube was removed.
 
Could maybe ask if he'd cut you a deal on the forks after he's taken the tractor to it, probably get it for 80 quid.
 
To be fair, if I was local enough to inspect it, and had the equipment and inclination to replace the top tube, I'd give it a go, but not for £95.
