Lugged is the easiest form of frame building, although I'm not sure how easy it is to release them with heat once they've been brazed.
 
You can build your own steel lugged frame on a frame building course, but it's gonna cost quite a bit for course fees and materials. Maybe someone thought £95 and replacing just one tube was a good deal.

Does that mean I can go there a make a road bike geometry bike with clearance for 4 inch fatties to deliver my final blow to the roadies?

I don't think you can do that on a basic course. I think you'd need to build something easy first (fully lugged with side pull brakes and minimal braze ons). After that you could build what you want in your own workshop, or go back for a second course and build something more difficult.
