Yes, promotions are user specific. Do you mean the listing fee or the final value fee? I still have free listings on one of my accounts, the £1 max final value fee has stopped for now, im on the 80% offer mentioned above, they like to change it up now and again.
Sorry yes I meant the £1 selling / final value fee. I sell so rarely on ebay that I always try to avoid them taking 10%.
I have free listing still at least.
 
Even the eBay customer service heated me! When my account suspend.

Can't see why not. It's none of their business what your account terms are. Unauthorised overdraft could be an issue though, unless you can block that somehow?

Bank accounts with no overdraft facility are usually aimed at children, although I suppose it might be the only option for people with a very poor credit rating. Such accounts would probably come with a Visa Electron card, rather than a Visa Debit card, to guard against negative balances. I'd guess that Ebay have already thought of this, and the possibility that people might withdraw funds as soon as payment is made. Quite possibly there is a way that Ebay can tell in advance that the bank account being registered and used will not allow debits on money that does not exist.

As an aside, years ago I applied for a PayPal Visa card, specifically because it had to be charged with funds before use. I wanted to use it for purchases when I didn't trust the buyer, particularly for subscriptions, so that the payments could not continue after cancellation. The very first time I tried to use it, the card was not accepted. I've no idea why. Perhaps there is a way of identifying Visa cards that are pre-payment. Probably the first four digits identify the card issuer and the type of account.
 
it takes a 30 days to leave ebay!!!! So finished on the 5th still sending emails! dicks
 
Just going through my first 'post PayPal' eBay selling experience.
Whilst it has gone smoothly enough so far, barring any refunds that may have to be dealt with if needed, it certainly isn't as straight forward as it was when PayPal processed the deals - certainly not at the front end anyway.

Brief summary / comparison;

Item sold on Sunday.
Monday - Payment received into an eBay holding account, less all agreed/expected eBay fees.
Tuesday - Postage arranged and paid for - using 'my own money' - not money from the sale.
Wednesday A.M. - Item collected by courier.
Wednesday A.M. - Notification received from eBay that money has been transferred to my bank account. Now no longer showing in my eBay holding account. Expect to receive the funds in 0-4 working days.
Wednesday P.M. - Funds received in my bank account.

With PayPal I would have received the funds into my PayPal account directly, and would have been able to use it to pay for the postage. However I would have had to make a payment to eBay 30-45 days later for the selling fees dependant on how the selling and accounting dates fell.

Given the processing time, and the '0-4 working day' transfer time, there is a potential that the buyers will receive goods before you receive any money for them...
