"I do know that this bike was "pre Serrota" so it was built in Saratoga, NY by Chris Chance."

I think hes a little confused there...

I dont know why people are so obsessed with making their Fats "Pre-Serotta." Its not like a Syracuse-made Fat is not a Fat (unlike a Waterloo-made Klein).

extremely difficult. due to the sealed tubes, water collects in the seatube & rusts from inside out. kinda obvious if its paint bubbling, but otherwise pretty difficult. I havent used crack detector spray in this application, but maybe it would work?
I've paint stripped frames before now just to be safe, then get out light grade emery cloth to make sure surface rust is purely only surface rust.

.

IMO, and I'm not metallurgist (sp?) but I bet if it was really bad enough to warrant a tube replacement you could flex and bend (and even puncture) the tube at the junction with a strongly placed thumb. This being said, I've never even see a damaged one.

or get it shot blasted, any dodgy rust areas tend to blow straight thru.
