please can you explain further how have you measured the top-tube please
-also how to tall are you?
(I used to ride a similar but older IF deluxe -it was 26" wheels - I have never ridden this larger wheel size before so am not sure about sizing)

I'am 178cm and running 650b wheels on the frame i assume that the standover gets a bit lower, but i think you should be like 185cm, my inseam is like 82cm so you need to have more then that.
