After all, a top-swing only fits about 5cm from the end of the tube, so if the tube is externally-butted, it's likely to have more than 5cms of butt and the band of a top-swing would have to fit over the external butt. Whereas a conventional-swing fits more like 12cm or something from the end, where there is no butting and basically all steel bikes have 28.6 seat tubes, so a 28.6 conventional-swing fm is what you need.
