Frame size question

I have a frame that measures 13 inch c2c and 16 inch c2t. Would this make it a 13 inch frame or a 16 inch? I'm guessing 13 inch but just not sure. It is small whatever the official size is.
 
Personally I always measure C-C of seat tube and quote that but some manufacturers gave it differently I believe, Kona being one that measured C-T (I believe) as I always recall them being low and long (for a retro bike)...
 
That was exactly the reason the frame sizing method changed....

Bitd, when top tubes met the top of seat tubes, measuring c to c made sense.

But, come first drop top tubes then extended seat tubes, c to t made more realistic measurement.

Differing manufacturers measure to different points. Marin being a great example of a company who hung onto c to c for a long time.....hence all the bikes you see on ebay wrongly sized compaired with the catalogue.
 
It'll be a 16", like Kona, Rocky, Orange, ParkPre measured.
You'll find the effective top tube length is equivalent to the same Marin/Saracen/(GT?) who measured to centre of top tube.

I started a list a long time ago, but forget to add to it when I find evidence of how they measure
