Frame builder identification?

Please can someone help? I am trying to identify this frame, it was my fathers bike and I was lead to believe it was a Cinelli but having done some research I think the only thing that is Cinelli is the bottom bracket!
I have had a good look on the internet for a builder with the stylised AB (which can be seen in the image) but with no luck. I believe it was a hand built frame from the 90's. Thanks Steve

Not 100% sure but about 99.9% this is an Andre Bertin frame

Thanks for the reply, Its not a Bertin. I found a website which is for Bertin enthusiasts and he said it's definitely not a Bertin , Its high end ,hand built .It will be a small frame builder who probably retired a while ago. Steve
