Fox Float RL 2003

Just found out that the lockout on my Fox Float RL doesn't work, any ideas if it's an easy fix or is it buggered ?

"put the rebound on full slow with the lockout off and compress the forks 20 times or so.
This will bleed any air out of the damper cartridge resoring your lockout"
