FLANDERS frame identification help

just bought this frame, and would be intereseted to know any info.. Branded as Flanders, it has Gipiemme dropouts and rear bridge by the looks of it.. The tubes have a bit of a 'ding' to them unlike say 653 which has quite a hollow short sound, making me think its not the highest quality steel? its reasonably light but i havent weighed it so cant tell really...BB shell has '5' stamped on it..
Any ideas?

Can't help with identifying the frame but it looks quite nice - and with a name like that it should be mine!

Especially as I used to have a ginger moustache and glasses - hi-diddly-hi neighbour!
