Fisher BB Woes

So, I'm trying to build up a 1992 Gary Fisher Hoo Koo E Koo, the one with the elevated chainstay.

Bought as a frame and spares it, thankfully, came with the bottom bracket. I removed it as the bearings were dead and got replacement bearings from Phil Wood.

Once reasembled however, there is side to side play of about 5mm or maybe more, in the botom bracket axle. So I assume something isn't right with the spacers on the axle as the bearings are firmly in place and held on the outside with circlips.

As far as I'm aware the only bottom bracket set up I can use on this bike is the one I have, and replacement spacers aren't available. Anyone know different?

Shell is 88mm from circlip to circlip so total width will be a couple mm more. Inside diameter of 35mm.
 
What sort of axle is it? Is it a smooth axle with no machining in it? Could it be that there should be some axle clamp washers on the out side or on the inside of the bb. A few pics would help this one!
 
could you not use the mavic bottom bracket that self tightens, might have to use this route myself in the future with some of my fats.
 
I think the 88mm width of the shell rules out the threadless cartridge BBs that I've seen so far. If I can't find an internet solution I'll hammer it back out and take some pics.
