Fat Chance Yo Eddy Big One Inch Fork, with NO Brake mounts?

I picked up this Big One Inch Fork (and a NOS 1995/96 Team Yo Eddy in Harlequin Fade w/BOI, pics soon) over the weekend. The thing baffling me is there are NO brake attachment points on this fork. No post mount bosses, no hole drilled for a road caliper, no disc tabs. Can't see any signs that the bosses have been removed.

The dropouts are Ti G.P. Wilson, Ti steerer. Any ideas what happened here?

They're either ti throughout or have SS steerer and dropouts.
Custom fork for an offroad fixie , or dependent on clamp-on disc/v mounts?
What do they weigh?
What note when you twang 'em?
 
perhaps it's not an original Fat fork. Who could know…
For the bosses, sometimes they could be add on collar, like the alpinestar ti fork or some very old composite fork (like IRD). No welding and the legs are stronger (not heat treating).

For the year, it could be made for an AMP or first generation disc brake, fixed with collar.
