Fancy lugged atrocity

Just spotted this on eBay. Far too big for me but the frameset looks potentially interesting. Anyone any ideas about what lugs these are. I guess it actually could be a condor of some sort...

PS it says mercian in the description but do mercian use that lug shape?

That’s what we used to do in 70s to old bikes but cow horns were the thing.

The lugs are haden and were used on cheaper frames from the likes of mercian (campianissimo). Look a dead ringer for Carlton Crespera lugs.

& we callled them tracker bikes
