External cabling means cables coming out of the top of the brake levers rather than running underneath the bartape.
 
What exactly does external cables mean

I think they're usually called non-aero brake levers, ie they don't have the cables under the bar tape or inside the bars.

And then there's internal brake cable routing, inside the top tube. I think the more recent appearance of them started in the late 80s, but some older frames had them, it wasn't a new thing.
 
There's no scrutineering at the event, so it's entirely up to participants to uphold the spirit of the event. We saw all sorts of variations including modern frames with old parts. Part of the fun is seeing the huge variety of bikes from concours Italian exotica to 'barn finds' that look like they haven't seen anything but a drop of oil on the chain and new tubes since about 1940. TBH the guys I admired most were those riding pre-war, single speeds that probably weighed in excess of 30lbs.

NOS parts, if made pre 87 would still be old parts, just ones that haven't been used.
