Not the best idea buying e-bikes second hand as battery service life can be an unknown quantity.
Not sure where you'd get one in the UK but one of these would be spot on...

Avoid front-wheel motor and rear-mounted battery packs like the plague if your old man is going to have to lift it.

I'd agree with the above.
When I was looking at e bikes for my missus I was gobsmacked by the price of batteries for the ones that used lion batteries.
Was seriously tempted by those that ran lead acid batteries in the end - especially those that looked like scooters. In the end didnt bother as thankfully we split up. I would imagine that the scooters running lead acid would be pretty heavy - albeit relatively cheap e.g http://www.ebay.co.uk/itm/ELECTRIC-SCOO ... 2c66913fb8
