They are racing bike tyre 'stone flickers, or 'tyre scrapers', meant to remove stones from the tyres to stop them from puncturing the tyres, they also help remove mud/dirt from building up. Strange but they do work (on road bikes)

Aye.....on MTB tyres they combine with the knobblie bits on the tread to become quite an efficient braking system.
