Ebay dispute : am I being unreasonable ?

Eventually got a full refund today (well, it says I got my 61usd back but the Sterling balance is not credited yet as it's pending and could take up to 7 days).
I had to escalate the dispute to an actual claim and paypal found in my favour. I think he did not reply to their request within the 10 days.
Bizarelly, there was a short message from the seller with the refund saying "sorry it did not work out for you". Not sure what to do about feedback...
In the meantime, I have found another front mech in the right diameter (31.8mm) as I was gonna shim down the one that never came.
Also, it's more recent and 5usd cheaper, including a resonnable 15usd P&P (so much for saying I wouldn't buy abroad again). It took 9 days to come and at last I can complete the build of the sodding bike now...
