Not really. A good frame builder such as Kevin Winter can put in a new seat tube for £100-150. I have just had one repaired and it's as good as new. It's unlikely that there will be rust in the downtube too as all Fat City frames have sealed tubes apart from the seat tube and rust anywhere other than the seat tube is almost unheard of.

Keep an eye on it, it could be an affordable route into Fat Chance ownership.
