Easton CT2 seatpost saddle angle adjustment help pls

How to adjust the angle of the saddle on this seatpost please? It only has 2 bolts on the side. It the inner rail doesn’t seem to move so I can’t work out how to bring it down?

I do both nuts and just pull, it should all move but can be a bit tight.

Give the bolts and clamp proper grease to stop any creaking.
