With a 16cm steerer, they will fit a bike with a 13cm head tube, no longer. (i.e., my 14.2cm came off a 11cm headtube and fitted perfectly, although by that time the headset was not an Impact, so can't vouch for compatibility with Impacts)

I believe the 92 size 18 Konas had 13cm head tubes, but from either 93 or 94 onwards (don't know for sure) that head tube was on the size 19 Konas.

I had them to fit to an 18" but must confess I never offered them up to check they would fit. They did look roughly right.
Are you saying they would have come off a 19" ?

As I say, a 1992 size 18 did have a 13cm head tube, so that would be right. But if they came of a 93 bike, I believe it might have come off a size 19. But surely the helpful thing to put in your ad is that they will fit a 13cm headtube or shorter.
