Truth be told, I can't remember whether you need connectivity for initial setup - at a guess, I'd say yes - I suspect it's going to need sync / setup with an Amazon account. But ongoing, day-to-day usage you don't - you can add content by USB, even Kindle / Amazon bought books.
 
I'm not 100% sure I THINK its a wifi only model, she didn't say it has 3G, I did think you'd need some sort of connectivity though but didn't know about the USB. To make things easier it best to get broadband in?

As I said, ongoing it's not a definite requirement - although if it's a WiFi only model, probably best if they've got WiFi available.

For initial setup, an open WiFi hotspot (preferably one you'd know was reasonably OK to use - say WiFi at a friend or relative house).

After that, you could probably do most things by USB.

Truth be told, though - they're at their best with semi-regular internet connectivity.
