Does this look right on my '91 Explosif?

Just looking it over more closely when I note the seat tube 'slit'. Usually I'd expect to see a slit with a round stress-relief hole at the bottom. The bottom part seems tilted-back/ chamfered and seems to be covered in original paint, so is it original and all tickety-boo?!
Anyone got a Kona of this vintage to inspect for me please?! If it's wrong and someone's been cockereling around with it should I drill a stress-relief hole before I restore it?

That does not look right to me. Don´t have similar frame though. My ´93 Explosif´s slit was much narrower and as you said with a hole as stress relief. Strange , as it does not look like a hack job.
 
Looks like its been recut with a slitting saw. Possibly to gey a stuck seat post out.
Without the stress relief it will crack from on of the corners. Use a rat tail file to at least sound the corners.
 
Thanks for the input - it just looks original - the slanted-back bit seems to be covered in the same faded paint. Anyone with a '91 Kona?!
