I really like the look of the A139's but I just noticed that they are recommended for something like 28-38mm tyres (or thereabouts)... but I was hoping to switch between 34mm and 23mm...
So I guess I should rephrase my question:

does anyone know a good disc specific 700c rim that takes skinny tyres?!

(or can you get away with a 23mm tyre on a rim designed to take 30+mm?)

No it isn't!

I've run painted rims with rim brakes. Obviously it wears off, but the rim's strength isn't compromised.

Rim brake specific rims don't have a braking surface. No other advantages.
 
For that range of tyre sizes you'd be looking at a rim with an internal width of 15mm (according to Sheldon: http://www.sheldonbrown.com/tire-sizing.html ) which would cover from 23mm to 32mm. But Mavic road rims (non disc) with a 15mm internal width have 19mm-28mm recommended tyre width...

A 17mm internal rim (mavic A317) will cope with 28mm to 47mm according to their website, Sheldon reckons you could use from 25mm to 37mm on that width rim

Dunno if any are available as disc only rims in the 15mm width. Mavic don't have any. 700c Disc rims are usually for cyclocross bikes which have no real need for skinny road tyres

Sheldon's info is based on road bikes only, I have heard that some folks just multiply the (internal) rim width by 3 to get MTB max tyre size on a rim

You may have to rethink your tyre sizes....

Yes, thanks for your advice. 25mm isnt too much of a comprimise, just fewer tyres available.
 
Disk brakes aren't allowed in road races, so it doesn't make much sense to manufacture disk-only road rims.

Disk-only 29" rims will tend to be heavier than rim-brake compatible 700c rims, and not compatible with narrower road tyres.

There are a few other options marketed to fixed-gear riders. They're mostly road rims without a machined brake track, allowing the coloured or polished surface to extend all the way to the tyre. Structurally there's no advantage over a normal road rim, and they tend to be most common in deep V sections, but for example a Velocity Aerohead comes in various un-machined colours:

As Chris says though, the only advantage of a disk-only rim is that - in theory - with no brake surface, it can be optimised to be lighter. But no really light options exist that are compatible with your tyre requirements, so you might as well use a standard road rim.
