Where did you get these from? Do you know what bike they have been epuiped on?

I obtained them when I picked a rattle can-sprayed Batavus Hunter. They were in a small jar and handed to me with the notion 'This is broken'.
Even though the Batavus frame has rear U-brake mounts, it was not the frame it was originally meant to go on, I presume.
No more information than that, I'm afraid..

Too bad! I stand by my guess that it could be a prototype McMahon Sciccor brake, unless someone has a better idea.

Those rear brakes are westpine scissors right? Rare.

I doubt they are westpine. Those have a completely different design (arms and functional centre pull):
