Looking at it again I think it might be a stylised map of France with letters on top?
I wondered if it is the jersey sponsors logo, but I can't seem to find any information about that. :?

This has lead me down a bit of a rabbit hole!

Turns out these initials have been on loads of jerseys through the years including right up to the present day. Here are a couple.

It must be some kind of sponsors logo. Anyone know what?

Another one, on the yellow jersey, not sure what the red logo is and I couldn't find a large version. Looks like the world map but could be anything.

I think the letters are from the jersey manufacturer - le Coq Sportif
I think it’s a stylised “le CS”

I’ve got some Coq Sportif gloves with it on.

It is the initials HD, for Henri Desgrange, founder of the tour. Thanks to the writer William Fotheringham for the clarification.
