Cutting more thread into steel steerer tube

I have a pair of Gios steel forks (for a retro project) with a threaded steerer tube, but the threads don’t go down the steerer far enough, so need about another inch of thread cutting down the tube. All my local bike shops only have tools for chasing threads, not cutting them.

Does anyone have recommendations where to go (or the tools maybe?) to do this job - either in the West Midlands on in London?

Only quote I've had so far is Condor - c.£25 and 2 weeks to do it.
 
Are there no frame builders in West Midlands these days? How about Mercian in Derby?
