I don't think it's 20s as it's not cranky enough looking and it's wearing what looks like mostly conventional components. None of those were standardised in the 20s. I think it might be more likely mid to late 40s, maybe even 50s. It's difficult to tell from the pics if the rims are canes or alloy.

The rims are wood. All the bright parts are nickel plated with the exception of the one crank pin that looks replaced. It is chrome plated. The tires are American circa 1920's with the red interiors just under the black coating. The stem is American used from the naught years up to early 1930's. Any literature or idea on the fittings to pin it down better?
