Crown Race Issue

I understand but the pits will line up with the caged bearings, if i use loose bearings will there be any benefit?

I did point out that i recently bought the headset and the damage was on it before i got it therefore, it would be hard to judge how much to move it etc as the damage was caused elsewhere.

Am i missing something (again)?

Using loose bearings means that the bearings won't line up with all the dents. As you can get an extra 50% (ish) into the headset, so you'll not get any indexing, as the load will always be on the race. Not on the low spots.
Indexing one cup round by half a bearing pitch will (at the very least) half the effective damage, as the (caged) bearings will only be able to line up with one dent, not two.

Loose bearings is always the first fix for a brinnelled head set. Then move onto more complex ones. (Like moving cups)

I can also confirm that moving the cups works. Very useful if you have a headset in an odd size, like a 26mm Russian one for example.
