Cross border PayPal fees.

Looking for advice here guys.... I offered a seller on here £160 for goods for my bike. He accepted and asked if I could transfer money into his PayPal account “Friends & Family” or pay an extra 4% to pay for PayPal fees for “Goods”.
As I usually transfer with F&F I continued to do so until I was hit with a £1.99 fee to convert to Hungarian Forint.....”ah shit!!! Seller is overseas” As it was only a fee of £1.99, I continue to purchase these items.
Now the seller has occurred a “Cross Boarder Fee” which has been removed from the £160 I sent and asked me to pay the extra £8 to make up my initial offer of £160.
Has anyone else experienced this or have I messed up something with PayPal.
TIA

Yes, one of you has to pay cross border fee.

The seller should have specified any extra costs, it s a bit unfair to now ask you to pay more for the items, you paid what was asked and a bit extra for conversion, the seller should honor the sale and cover any extra costs his end. Also from what i have seen the cross border fee is nowhere near the price he asked.

Re:

Thanks mate. I’m not to sure if he has been charged a cross border fee and another conversion fee to return back into GBP again. Not sure. If I knew it was international sale I probably wouldn’t of purchased from him in the first place.
Thanks for your advice.

Re:

Living in Spain I've been buying and selling on here for about 9 years, almost always in GBP's but occasionally in €'s and USd's. This is a new thing to me.

Re:

From sketchy memory of the same thing occurring to me a while back, I think it only applies if one of you is registered as a business seller on PP, or has made more than 1200 GBP payments in one month. Or something like that anyway.

I remember at the time being utterly stumped by it, but I'm sure the fact I was sending payment by F&F to a business user had something to do with it.

It was also a relatively 'considerable' sum too like yours - ie. 5% +

Can't be more specific I'm afraid, but worth checking specifics with the seller anyway just to narrow down possibles...

Re:

I ended up just paying his fee anyway. Wasn’t sure if I pissed him off he’d not send the items and I’d loose my money.
Half of it was my fault anyway as he stated ‘pay in GBP only’ but as he was abroad PayPal automatically changed the currency to his country. I didn’t know they’re was an option to change it back to GBP.
You live and learn.
Thanks anyway mate.

I bought a saddle from someone in Hungary last month, no extra fees whatsoever. I wonder if it's over a certain amount as my item was £40 equivalent.
