I never grease tapers. I make sure they are thoroughly degreased before assembly. I can hear the death squads kitting up.
You'd need to ask the manufacturer.
My assumption with shimano is that they expect grease, as they supply it new.

Other brands will be different.

Mind you, I (almost) never use a Torque wrench, favouring Experience and Judgement,

which don't come in Park Blue 😉

Same here. The taper argument is a non starter for me.
 
The problem with torque wrenching is that a bit of sticking/friction on the way can give a false impression. Tightening Ti bolts into a Ti stem for instance - the horrible interfacing can cause binding long before the stem’s properly tightened.

Modern engineering fashion is to tighten to a low torque, then finish off with a specific number of degrees of rotation.
Probably hard to guess though, especially on old, worn components🤯
 
Thanks for help I have a look at other bits but who ever put togher haven't used the proper Royce tool so the holes are a bit gouged so that probably didn't help this one has the extra ring with notches cut out to tighten down to frame
