I can't tell what fork it has on it, but aside from that it's a good bike. I don't think it can be much earlier than the 99 date of the Bikemagic test as it has disc tabs. The same tubeset as a Kula or E4, probably made in the same factory and half the price, albeit frame still selling for £350.
