It's for the rear brake, when fitted to a White Industries special rear hub.

The hub has a shorter axle length that fits into a special part that bolts into the drop out, through the black bush. A torque arm then goes off to the brake post, i've got the parts somewhere, i'll post pictures tomorrow night.

Seatpost is size 30.2mm MADE in Italy by Selcof 06 - 94
