i've measured it and i'm pretty sure that it's 1" .......

If you have measured the quill and it is 1" or 25.4mm diameter that means it is for 1 1/8" headsets.

A 1" quill will have a diameter of 22.2mm.

But why does 1 1/8" zero rise not help.
Most stems I've ever used are zero rise and most bikes are 1 1/8" threaded, or is this a pre 90's thing ?

Its a pre 90s thing. The highest grossing versions of those stems are the high rise, 1" quill ones, ergo the low rise 1 1/8" quill ones may be worth less.

A 1" quill high rise NOS version sold for £326 a year ago

But Cooks, Grafton and Kooka have never been anything I actually wanted or desired as I've never liked them. Each to their own desires though

Actually I take it back, not because of that picture but because I'd completely forgotten about the E type cranks, not not so sure on the E2's

It's the 'bone' type look of things I guess that doesn't do it for me.

Chances are this stem went below market value when bought, and will not go for more than that when resold. Beyond the name it's not all that functional on a 90's frame. If it's 150 mm, the more rise the better; as I've found out :?
