Claud Butler or what is it?

Stripping down a donated bike (for restoration) which has Claud Butler drop bars, a Phillips 27 inch back wheel (single cog on one side, freewheel screw on the other side) and Raleigh nuts on the ends of the axles. I can see the forks are half chrome but can anyone ID the frame from the lugs and the little nipple thing above the BB? Thank you.

Not an original Claud Butler, not one of Holdsworthy CBs.
Tecalemit grease nipple used on probably a million bikes.

Cheap fork crown, frame nothing special?
The Handlebar stem is GB for Gerry Burgess.
