I'd read that (as most Dutch are able to read/speak German ) Have no doubt that some german framebuilder did a proper job, just don't like the aesthetics too much that's all

The original portion of the steerer looks long enough for a medium so you'd cut off the new bit anyway. Might keep an eye on this, could be a bargain?
