Cheap wheelset £32 or swap for parts

I've got the same wheels and rear tyre on a 1991 Cinder Cone so they could well have come from one of those. It's xc ltd and not microdrive.

Thinking of these wheels for a cheap winter hack. Does it freewheel or cassette on the back? Any idea what suntour hubs they are?
