I wouldn't even begin to try and sand it off. Remember it is a metal finish, it's not paint. You'd need some hefty grit sandpaper or a grinder but then you risk destroying the frame as you do it. Theres no way you'd get it out of the nooks and crannys without using ancient magic.
The industrial chemicals they use for stripping chrome are some of the most dangerous liquids you can deal with. Try looking up hydrofluoric acid - used in etching metals. It can dissolve glass and passes through the skin on contact and starts dissolving you from the inside. Sandpaper won't do that.
Stripping it by chemicals won't be the expensive bit anyway, it'll be the re-chroming that'll be expensive. I'm guessing £200+ for a decent job. I think bob Jackson cycles can do it.
Are you aware how much weight chroming adds too? I am guessing based on what I heard a while back but a full frame could be a pound heavier depending on the thickness of the chrome.
