I have an early 90's specialized hard rock, could i change the cantilever and replace them with v brakes?

Am i right thinking v brales have better stopping power?

yes

not necessarily. they are a bit easier to set up.

What he ^ says plus you may have to consider the outer cable. Do you have a two cable stop on your top tube? If not you are going to have to run full outer, or buy a bolt-on cable stop (bit ugly).

You're unlikely to have a problem with a Specialised, but if I may become a pedant for a mo (this is the internet, can we do anything else?) some older bikes and/or road bikes may have problems converting from cantis to v brakes. The distance between the posts needs to be a bit wider.

you change the thin washer for thick washers on wider spaced brake studs.

No, even with the thin spacer some early canti posts don't work properly with V brakes.
Canti posts on early Dawes Galaxies had this problem, as I found out once.

+1.

I've had a few bikes where, no matter what you did, the brakes just wouldn't work right. It's like fitting a super wide rim on a modern bike. You can tell straight away by looking at the arms. Instead of being vertical, or as close as possible, they are leaning away from the rim with the brake on. No matter how much you tension the spring they never work very well and you may as well go back to the cantis.
