Can anyone identify this frame?

Any ideas what this is and how old it is? I was told it might be 40s-ish and perhaps designed for an Osgear. Then again, someone else mentioned the 70s. Do the lugs and frame number convention ring any bells? Is anyone familiar with that "Special" on the stay and can it be associated with a particular make? Grateful for any info and advice.

Wonder if the FP at the beginning of the serial number is Frederick Pratt? Only a guess. Curved brake bridge, Grubb? Looks late 50s early 60s. Interesting lugs. Sure someone will know.

I couldn't see it clearly. Have you got a picture of the seat tube lug? Seat tube measurement can determine Reynolds tubing.
