Can anyone identify this Claud Butler bike (frame)?

I've found this bike in a local ad, and never seen this type of frame before. Can anybody help to identify this bike (or at least the frame of it)? What type of tubes are made from? The tubes can be bonded together, and the diamond pattern at the connections may help a bit to identify it.
The magnet not sticking to the tubes.

I think that the "lugs" are made from steel. There are some steel alloys which are not stick to magnets (for example some kind of stainless steel, if I remember well).
